- 演講大綱：面對全球的生態、社會文化與政治轉型所伴隨的新舊不確定性與風險，Klinke教授提出並主張「後常態政治與不確定性及風險治理」的概念。此概念通過汲取審議式民主諸多要素，補強傳統風險政治與管制的缺陷與不足之處。在本演講中，Klinke教授亦將針對審議工作提出職能分配作為後常態政治的解方。
Facing the problems and challenges of a global ecological, socio-cultural and political transformation that are concomitant with old and new uncertainties and risks, I propose and argue for a concept of "Postnormal Politics and Governance of Uncertainty and Risk" at the domestic and transnational level. It enhances the deficient and often inadequate conventional risk politics and regulations by applying more elements of deliberative democracy. I suggest a functional distribution of deliberative labor by assigning specific responsibilities to four authorities: 1) a mediatory public sphere; 2) an epistemic authority; 3) an associational or ontological authority; and 4) a teleological authority.
- Klinke教授的專長研究領域有：社會科學風險研究、風險治理、全球經濟治理、世界主義的方法學、不確定性的哲學與社會學。他目前在東南亞進行實地研究，並為其研究計畫尋找潛在的合作夥伴，計畫涉及世界主義、全球化、風險社會、永續發展和跨國民主。正與各大學對這些領域感興趣者進行交流。
